RECR 151 - Instructor's Bio


Marvin Billups is recognized throughout the parks and recreation profession as a visionary and powerful influence in affecting change within the parks and recreation profession. His career began more than thirty years with the City of Atlanta as a Recreation Supervisor. He served as Division Chief for the Maryland-National Capital Park and Recreation Commission, Prince George's County, and director of the park system for the City of Charlotte, NC and Baltimore, MD. He has returned to his native Georgia as Deputy Director of Parks and Recreation for the DeKalb County Government.

Marvin is the former President of the National Recreation and Park Association (NRPA). He served as Chair of the NRPA Southern Region, Member of the Board of Directors of the American Parks and Recreation Society and two time Chair of NRPA National Forum. He leadership accomplishments also include serving as President of the Georgia and Maryland Recreation and Park Association. He has received many professional and civic awards for professional and community service.

Marvin earned a B. S. Degree from Albany State College and a M. S. Degree from Frostburg State University.
